Multiple visits counted each page load

The developer tells everybody in his troubleshooting notes that the fault is on the website manager when this happens due to a theme misconfiguration.

This is false. There are plenty of themes and plugins that load content blocks (a dashboard view). This plugin embeds the counter in each and every content block.

Other plugins are similar, but they compensate for this by giving you a time limit between loads (so you can say do not count again until 1 hour has expired). Try Post Views Counter.

The developer needs to allow for this rather than blaming 1000 web admins!
